Deaths of Recent Arrestees in Monroe County, Florida

Below is a list of people who died shortly after being arrested in Monroe County, Florida, based off information obtained from the Medical Examiner’s log, court records, public records requests, and local news articles (NOTE: THIS BLOG IS STILL UNDER CONSTRUCTION):

03/25/2000 – John Steven Ruth, 51, Pedestrian Accident

John was arrested on 03/07/2000 for theft.  A surety bond with Monroe County Bail Bonds (MCBB) was recorded on 03/21/2000.  John died four days later in a pedestrian accident: John Ruth

05/23/2000 – Terry Ray Stinson, 37, Unknown Accident

Terry was arrested on 03/20/2000 for theft.  He was sentenced on 04/28/2000 to 14 days in jail with credit for 12 days time served, and ordered to stay away from Shorty’s.  He was issued a citation 05/20/2000 for blocking the street.  The arrest form and bond were filed on 05/23/2000, the same day Terry died from an unknown accident.  Judge Peary Fowler

05/23/2000 – Nancy Kay Estevez, 40, Unknown

Nancy was arrested for theft on 07/15/1999.  A VOP warrant was issued 02/29/2000 with a $5k Bond.  Her surety bond was converted on 12/18/2000 (AZ, Bondin).  Judge Peary Fowler.  No investigating agency, no toxicolgy, no autopsy.  Nancy’s May death was first reported on the September 2000 ME log, with a note, “Re-do death certificate.”

09/15/2000 – Frank Lawrence Hathaway, 63, Suicide (Self-Inflicted Gunshot Wound)

On 04/01/2000, Frank was arrested for DUI.  He was found guilty and sentenced to probation on 08/01/2000 (Judge Ruth Becker, attorney William Heffernan).  A payment was made on 09/21/2000, 6 days after Frank allegedly died at his home from a self-inflicted gunshot wound to his head.

11/21/2000 – Gary Fischer Elston, 48, Suicide (Method Unknown)

On 10/06/2000, Gary was charged with DUI.  The arrest warrant was issued on 11/17/2000 and sent on 11/20/2000.  His bond was $15,000.  On 11/10/2000, Gary was arrested again for DUI and DWLS.  His arraignment was on 12/19/2000, but he had already committed suicide almost a month prior.

12/05/2000 – Albert Flores, 53, Suicide (Self-Inflicted Gunshot Wound)

According to an article in the KWC, Albert was wanted in New Mexico on charges of child molestation.  No surprise that he ended up in the keys.  I was unable to find a death record for an Albert Flores in either Florida or New Mexico in 2000.

12/11/2000 – Alfredo Martin-Jiminez, 40, Suicide (Hanging)

There is a court record for an Alfredo Martin who was arrested for non-res exemption on 10/10/1999, who would have been 40 in 2000.  On 12/01/2000 a warrant was issued for violation on probation.  No presumption of death was filed and the case never appears to have been disposed of.

12/17/2000 – Leonidas T Hines, 52, Unknown

On 04/26/1998, Leonidas was arrested for murder, tampering and resisting arrest w/o violence.  On 05/30/2000, he was found guilty of tampering and sentenced to 1 year and 6 months, with credit for 1 year and 6 months time served.  Judge Richard Payne and defense attorney Christine Bollong.

01/02/2001 – Robert James Scott, 61, Unknown Blunt Force Cerebral Injury

Robert was arrested on 08/20/1999 for DUI.  He was found guilty and sentenced to probation.  His last payment was made on 08/08/2000 and in 2003, the court voided his outstanding fines and costs.  His probation was never violated for failure to pay.  Judge Ruth Becker.  Robert’s wife, Patricia, was also arrested for DUI, two months after Robert’s arrest, on 10/17/1999.  Her outstanding costs were also voided in 2003.  And again – Judge Ruth Becker.  Robert’s estate lingered on for several years.  Fishermen’s filed a statement of claim.

01/06/2001 – Gregory M Miller, 54, Hydrocodone Overdose (?)

Gregory was arrested on 03/20/1998 for DUI.  Payments were made until 04/19/2000.  He was arrested again on 04/27/2000 for theft and battery and subsequently found guilty.  A violation of probation was served on 11/27/00, 17 days after being charged again with battery (that charge was dropped in December).  Mariner’s filed a statement of claim for $5600.  Tim Thomes filed a claim for $1450.

01/20/2001 – Gordon L Meadows, 57, Unknown

Arrested for theft in 1999.  VOP issued on 10/13/2000.  Probation revoked on 10/26/2000.  $5k bond released in 2007 (Bondin AZ).  No autopsy.  Dean Lopez Funeral Home opened a disposition without admin.

02/02/2001 – James Clifford Overla, Jr., 54, Single Vehicle Accident

James was arrested for theft on 02/02/2001, the very same day he died in a single vehicle accident.  The details of the accident reported in the KWC make it sound like he was either run off the road or his brakes were cut: James Overla KWC

03/11/2001 – David Jacobs, 41, Unknown Drowning

David was arrested on 01/31/2001 for possessing/using drug paraphernalia.  A bench warrant was issued on 02/26/2001, with bond set at $2,000.  On 02/27/2001, an arraignment was set for 04/02/2001.  Judge Wayne Miller.  Less than two weeks after the arraignment was set, David’s body was found floating off shore of Bahia Honda:

03/11/2001 – James William Watson, 38, Suicide (Self-Inflicted Gunshot Wound)

James only known arrest in Monroe County was on 03/25/2000 for operating a motor vehicle with an expired license.  A jury trial was set for 09/10/2001, but the state dropped the charges on 08/27/2001.  Judge Ruth Becker.

07/15/2001 – Rebecca Morales, 44, Unknown

Rebecca was arrested in 1994 for DUI, but she failed to appear and failed to pay her fine.  No other activity on the docket.  She was cited on 06/21/2001 for DWLS.  On 06/22/2001, her arraignment was set for 07/17/2001.  On 07/09/2001, her arraignment was reset again.  Six days later, Rebecca died from unknown causes.  Judge Ruth Becker.

07/19/2001 – Page John Christie, 55, Unknown

Page, aka Lee Wilson, had an EXTENSIVE arrest history for trespassing, open container, theft, etc.  His last arrest was on 01/27/2001 for theft and trespassing.  On 04/03/2001, Judge Richard Payne sentenced Page to 120 days in jail, with 67 days credit for time served.  Page died as an inpatient at the LKMC.  The ME declined jurisdiction.  There was no autopsy, no toxicology, and no investigating agency.   His death certificate was signed by an MD and his “injury location” was Lee County:

08/28/2001 – Tammy Lyvonne Carroll, 33, Unknown

Tammy was arrested on 7/26/2001 for possessing/using drug paraphernalia.  She was adjudicated guilty at her arraignment on 08/27/2001 and sentenced to 30 days in jail.  Judge Wayne Miller.  Tammy died the next day from unknown causes.  The “injury location” on her death record was Marion County:

10/05/2001 – John Wesley Harter, 44, Unknown

John was arrested on 09/16/2001 for open container.  An arraignment was set for 10/03/2001. The probation order was entered on 10/09/2001, at least 4 days after he died.   His SSDI date of death was 10/01/2001.

 10/11/2001 – Anthony F Oliver, 52, Suicide (Hanging)

Anthony was arrested on 09/20/2001 for battery.  A motion for release and bond reduction was recorded on 10/05/2001.  There was no activity on the docket until 10/29/2001, when the case was dropped due to the defendant being deceased.  Judge Wayne Miller.  His last known residence in the SSDI was Providence, RI.

10/19/2001 – Hector Sanchez, 31, Suicide (Acute Intoxication/Bathtub Drowning)

Hector was cited on 09/19/2000 for unknowingly driving with a suspended license (DWLS).  His bond was $5000.  He was found guilty on 08/06/2001 and ordered to pay his fees by 4 p.m. on 08/14/2001 (Judge Wayne Miller). Hector was cited again on 10/01/2001 for DWLS, AGAIN unknowingly, and driving his vehicle in an unsafe condition.  Less than three weeks later, Hector was found dead in a bathtub of an alleged suicide.  It’s not clear how this was a suicide.

The fines for Hector’s last citations were not entered on the docket until 11/27/2001 – over a month after he had died.  His address on all the court dockets was 3708 Cindy Drive, but he was found dead at 8 Aquamarine Drive.  The death certificate indicated that he died at his residence.

11/25/2001 – Cheryl Lynn Espinosa, 38, Motorcycle Accident

Cheryl was arrested for DUI on 04/09/2000.  She was found guilty and given probation.  On 06/28/2001, a Violation of Probation Warrant was issued.  The last entry on the docket was Unsuccessful Termination of Probation (Judges Susan Vernon and Wayne Miller).  On 08/15/2001, she received a citation for “Permit Unauthorized Person to Drive.”  A jury trial was set for 11/26/2001.  This seems a bit excessive for a misdemeanor citation, but that’s irrelevant considering Cheryl died in a motorcycle accident on the Seven Mile Bridge the day before the jury trial was scheduled.

History:  Cheryl Lynn Wilkins married Shane Edward Flannery in Monroe County on 07/02/1994.  Cheryl filed a restraining order against Shane in October 1996.  Their divorce was finalized in April 1998.  Cheryl was given sole parental responsibility for their 3-year-old son due to the history of domestic violence and Shane was ordered to pay child support in the amount of $50/week.   Cheryl then married Jorge Ramiro Espinosa on 02/14/1998.  Jorge filed for divorce less than two years later.  The final judgment was entered 04/07/2000.  She was to take back her maiden name of Wilkins.

12/15/2001 – Donald Tazio Woods, 42, Suicide (Self-Inflicted Gunshot Wound)

Donald was cited on 06/29/1989 for DWLS and attached registration plate not assigned.  There was no activity on the case until a warrant was issued on 03/07/2001, NEARLY TWELVE YEARS AFTER THE CITATION WAS ISSUED (Judges Wayne Miller and Susan Vernon).

12/20/2001 – Doug Doyle Cullen, 39, Unknown

NUMEROUS arrests for resisting arrest, battery on LEO, etc for a Doyle D. Cullen (04/17/1962).  On 5/23/2000, Judge Richard Payne sentenced him to 14.7 months confinement, with 167 days credit for time served.  There are also numerous arrests for a Doyle D Cullen (04/16/1972), earlier in the 90’s – with the same dob as Doug D Cullen.

01/02/2002 – Lawrence Alexander Lauer, 53, Unknown

Lawrence Lauer Mug2 Lawrence was arrested for passing a counterfeit bill on 05/04/2000.  He was re-arrested (same docket) on 12/19/2001.  On 01/03/2002, his arraignment and court minutes were entered (the day after he died).  He died as a hospital inpatient.

01/05/2002 – Jose Quesada Jr, 43, Unknown Accident

Jose was cited on 11/22/2001 for careless driving.  On 01/04/2002, A D6 was ordered and issued for failure to pay fine.  Jose died the next day from an unknown accident.

02/25/2002 – Will Paul Herrin, 38, Unknown Accident

On 02/10/2000, Will filed a negligence lawsuit against Glenn Hewlett Jr.  On 06/23/2000, Will was arrested for aggravated assault, resisting arrest w/o violence and tampering with physical evidence.  A VOP warrant was served on 12/15/2001.  On 01/02/2002, the defendant’s address changed to New Port Richey.  A surety bond was recorded on 02/06/2002.  There was a hearing on 03/12/2002, but Will was dead by then.  Judge Ruth Becker.  Will’s SSDI last known residence was Blackshear, GA.

03/05/2002 – Mark Steven Young, 43, Suicide (Method Unknown)

On 08/28/2001, Mark was arrested for 741.29.6 – obstructing a court order.  On 03/05/2002, the bond information and sentence were entered on the docket, the same day he allegedly committed suicide.

03/06/2002 – Robert Sherwood Reiss, Sr., 81, Pedestrian Accident

Robert was arrested on 10/08/2000 for indecent exposure in public (Attorney Hal Schumacher, Judge William Ptomey).  He was sentenced to probation and ordered to have no contact with juveniles, with an effective date of 08/06/2001.  He was arrested again on 06/26/2001 for DUI (Attorney Hal Schumacher, Judge Ruth Becker).  A summons was returned served on 03/05/2001.  The next day, Robert allegedly just stepped into oncoming traffic and was struck down in the southbound lane of US1 at about 7 p.m.  The following article was published in the Key West Citizen:

A Marathon man crossing U.S. 1 was killed Wednesday evening when he was hit by a car.  Bob Sherwood Reiss, 81, stepped out into oncoming traffic near 70th Street and was struck down in the southbound lane at about 7 p.m.  Chinese restaurant delivery driver Jia Lin Chu, 37, was uninjured in the accident. Restaurant employees said Jia was resting at home Thursday, and could not be reached.  Reiss was a 20-year Florida Keys resident who had moved to Marathon from the Upper Keys about one year ago, said his son Bob Reiss, of Naples.  Even in his eighties, Reiss continued to work. He had quit a maintenance position with Hawk’s Cay Resort just three weeks before his death.  “He had to keep busy,” his son said. “He was a general jack-of-all-trades.”  During his life, Reiss had fought in World War II and participated in the first German U-boat sinking, and had worked as a boat captain, a builder, an air conditioning contractor and a handyman, Reiss said.  Reiss could have been on his way home from one of the many civic or veterans’ clubs he was a member of in the Keys, he said.  Jia’s vehicle was cordoned off with police tape, its windshield smashed and the left front fender damaged by the accident.

 03/13/2002 – Timothy Les Schramm, 41, Suicide (Method Unknown)

Timothy Schramm Mug2 Timothy was arrested on 01/11/2002 for disorderly intoxication and assault or battery on an officer.  There was a pre-trial hearing on 03/04/2002. The next day, Timothy allegedly committed suicide.

03/19/2002 – Douglas Howard McIntosh, 63, Unknown

Douglas McIntosh Mug2 Doug was arrested on 06/26/2001 for open container.  A bench warrant was issued on 7/24/2001, with a $2000 bond.  The bench warrant was recalled nine years later, on 07/26/2010.  The ME ruled his death as natural, but did not run toxicology or perform an autopsy.  Monroe County filed for Disposition w/o Administration.  The judge sent a letter to First State Bank.

04/18/2002 – Dwayne Leon Barger, 39, Unknown Accident

The Medical Examiner was unable to locate the log for June and July 2002, so there is minimal information for those two months

06/14/2002 – Edith Gretchen Bigger, 21, Single Vehicle Accident

Edith was arrested on 04/13/2001 for driving without a valid driver’s license.  Her bond was $5000 with Morris Bonding.  She was found guilty and sentenced to probation.  A VOP warrant was issued on 04/26/2002 and it was served on 05/08/2002.  Another $1500 bond with MCBB was recorded on 05/09/2002.  Her arraignment scheduled for 05/28/2002 was rescheduled for 06/28/2002, after the court received a letter from the defendant.  Edith received a citation for speeding on 06/01/2002.  She died two weeks later in a single vehicle accident:

Key West Citizen – Big Pine woman killed in early morning accident – 06/14/2002 CITIZEN STAFF

A 21-year-old Big Pine Key woman was killed early Friday when the car she was driving went out of control on Little Torch Key.Edith G. Bigger was driving west on state Road 4A about 2 a.m. when she lost control on a curve, according to the Florida Highway Patrol. The 1987 Honda Civic that Bigger was driving apparently veered off the road, became airborne after striking a palm tree, rolled, then slid on its roof into nearby mangroves.Bigger, who was not wearing a seat belt, apparently was ejected and pinned beneath the vehicle. She was pronounced dead at the scene. Test results are pending to determine whether alcohol was a factor in the accident.Bigger’s death is the 11th traffic fatality in Monroe County this year.

 10/26/2002 – Braxton Lake Freeman, 70, Suicide (Self-Inflicted Gunshot Wound)

Braxton Freeman Mugshot Braxton was arrested on 06/05/2002 for battery and felony battery.  He was found guilty and sentenced to time served in jail and one year probation.  On 03/13/2003, a VOP warrant was issued, almost 5 months after he allegedly committed suicide.  There are a lot of very strange court documents.  To update later.

11/25/2002 – James Anthony Alexander, 28, Homicide

Alexander was cited for bicycle violations on 04/26/2002, 06/11/2002 and again on 10/08/2002. Notices for failure to pay the fine were sent on 06/07/2002, 08/02/2002, and 11/22/2002, respectively.  James was killed on the shoulder of a bridge…maybe after getting another citation?  Larry Palmer was charged with his homicide, but it’s all very shady.

12/11/2002 – Jennifer Lynn Colburn, 31, Suicide (Self-Inflicted Gunshot Wound)

Jennifer Colburn mug Jennifer was arrested on 08/04/2002 for careless driving and obtaining a controlled substance by fraud, among other things.  Charges were dropped on most counts and she served a short probation sentence.  She was cited again on 12/09/02 for careless driving, just two days before was alleged to have committed suicide by a self-inflicted gunshot wound. 

12/27/2002 – Julio Alonso, 42, Unknown Accident

Julio was arrested on 08/23/2002 for no live well for crawfish.  He was found guilty on 12/02/2002.  Judge William Ptomey.  He was arrested again on 12/07/2002 for 12 different crawfish/stone crab/jewfish violations.  His arraignment was set for 12/18/2002 for 1/2 the charges.  A VOP warrant was issued on 12/18/2002 for the first arrest.  $2300 surety bond with MCBB.  A notice of appearance/not guilty plea & demand for jury trial was filed 12/27/2002.  Julio died the Judge Luis Garcia.

12/30/2002 – Elmer Earl White, Jr., 26, Single Vehicle Accident

Elmer was arrested for battery on 10/16/2002.  On 11/05/2002, a jury trial was set for January 2003.  On 12/17/2003, the State’s Attorney sent a memo to the court and all charges were dropped (nolle prosse).  He had also been arrested for DWLS and resisting arrest on 09/22/2002.  The last entry was 11/18/2002 (jury trial set).  The charges were dropped (nolle prosse) and his bond was released in January 2003.

02/14/2003 – Robert Timothy Larrabee, 58, Pedestrian Accident

Robert was arrested on 10/29/2002 (11/05/2002 according to his mugshot) for aggravated assault with a deadly weapon without intent to kill.  He was sentenced to jail on 02/13/2003 – the DAY BEFORE HE DIED.  Attorney William Heffernan, Judge Ruth Becker.  His address on the arrest docket was vessel Baby Girl 3, Marathon.  His address on the probate docket (disposition w/o admin) was general delivery and his SSDI last known residence was Marathon.  Where did Eureka, CA come from?

Excerpt from 02/19/2003 KeyNoter article:

Sirens screamed through Marathon Friday at 7:30 p.m. when Robert Larrabee, 58, of Eureka, Calif., was struck by a 1999 Ford pickup driven by Jack Alderman, 51, of Marathon. It happened at mile marker 49. According to the Florida Highway Patrol, Larrabee was standing in a grassy area just west of U.S. 1 and Alderman was traveling south with two passengers.  Troopers said Larrabee stepped into the traffic, and the front of the truck struck him, in the outside lane of U.S. 1. Larrabee was taken to Fishermen’s Hospital, where he was pronounced dead. An investigation is pending the results of alcohol tests.

02/27/2003 – Mark Joseph Sisko, 44, Auto Accident
